Foreigners who have made outstanding contributions to China's economic and social development or meet other permanent residency conditions within China shall obtain permanent residency status upon their own application and approval by the Ministry of Public Security. The approval and management measures for permanent residency of foreigners in China shall be formulated by the Ministry of Public Security, the Ministry of Foreign Affairs in conjunction with relevant departments of the State Council.

Foreigners who have obtained permanent residence permit can reside and work in China with their permanent residence permit, and exit and enter the country with their own passport and permanent residence permit.

  If a foreign falls under any of the following circumstances, the Ministry of Public Security shall decide to cancel their permanent resident qualification in China: 

  (1) if it poses a threat to China's national security and interests; 

（2） Those who have been expelled from the country; 

（3） Those who engage in fraud to obtain permanent residency status within China; 

（4） Those who have not reached the prescribed time limit for residence within China; 

（5） Other situations that are not suitable for permanent residence within China.
